ONTransfer.ca is part of the Ontario Council on Articulation and Transfer (ONCAT), a non-profit organization funded by the Government of Ontario. We work closely with Ontario’s publicly funded colleges, universities and Indigenous Institutes to enhance learner mobility across the province.

Understanding learner mobility and transfer

Learners are:

A learner is an individual engaged in acquiring knowledge, skills or competencies through formal or informal education. This includes prospective learners, current students and those returning to study after a break. In the postsecondary context, a learner may be actively enrolled in a program, exploring future options or re-entering the system after time away. When a learner is formally enrolled in an education program, they are referred to as a student.

Learner mobility is:

Learner mobility refers to the ability of students to transition between postsecondary programs or institutions after beginning their studies. It ensures flexibility within the education system, allowing students to adjust their academic path as their goals, interests or circumstances evolve. Transfer is one of the primary mechanisms that enables learner mobility, allowing students to move between programs or institutions while receiving credit for previously completed coursework. Understanding mobility early in the planning process supports informed decision-making, reduces barriers and promotes student success throughout their educational journey.
